Net metering
Rhode Island net metering, administered by Rhode Island Energy (the sole investor-owned utility), credits excess solar exports at approximately 80% of the retail rate for systems approved after April 2023, equating to approximately $0.232 per kWh in 2026. Net metering credits are protected by state law through 2039. Homeowners must choose between two mutually exclusive programs: the Renewable Energy Growth (REG) track, which pays $0.2723 per kWh on all production for 15 years and replaces net metering, or the Renewable Energy Fund (REF) rebate track, which preserves standard 80% retail net metering and adds an upfront cash rebate.
