Solar systems installed and permitted by December 31, 2026 lock in the exclusion for the life of the system under current California law (Revenue and Taxation Code Section 73). All Naperville solar customers, including those with existing systems, were required to sign new Interconnection Agreements and enroll in the Naperville Renewable Energy Program ($5/month for 5 years).

Why is Naperville's payback period longer than Chicago suburbs?

Naperville's municipal electric rate (approximately 14 cents/kWh all-in) is about 18% lower than ComEd's approximately 17 cents/kWh rate for comparable suburbs, meaning each kWh of solar production saves less money. The ComEd $300/kW smart inverter rebate also does not apply. However, Naperville's no-size-cap policy, larger homes, and higher household incomes allow oversized systems that still achieve strong long-term returns, particularly when Illinois Shines SREC income and EV charging load are factored in.

Is there a federal solar tax credit in 2026?

No. The Section 25D residential solar tax credit expired December 31, 2025. Naperville's active incentives: Illinois Shines SREC upfront payment (Naperville municipal utility customers ARE eligible despite not being ComEd customers; verify with your installer) and the Illinois Property Tax Exemption under 35 ILCS 200/10-10.
