Net metering in Austin

Austin Energy Value of Solar (VoS) Tariff: 9.91 cents/kWh (effective since March 1, 2023; subject to periodic adjustment). Austin Energy uses a buy-all, sell-all structure: all solar production is credited at the VoS rate of 9.91 cents/kWh, and customers pay the standard tiered retail rate for all grid consumption. Solar customers do not directly use their own panels' output - 100% of production is metered to the grid at the VoS rate, and 100% of consumption is purchased at retail. Unused VoS credits carry forward month to month but expire at the end of each calendar year (December billing cycle). Austin Energy approved a 7.4% rate increase in October 2024 effective through 2026; the all-in residential average is approximately 13 to 14.5 cents/kWh. Austin Energy also requires a pre-installation Solar Rebate Confirmation Letter before any installation begins; post-installation applications for the rebate are not accepted.

California property-tax exclusion sunsets December 31, 2026. Solar systems installed and permitted by December 31, 2026 lock in the exclusion for the life of the system under current California law (Revenue and Taxation Code Section 73). Systems installed in 2027 may not qualify if the Legislature does not extend the exemption. Verify current legislative status at ftb.ca.gov before signing a contract.

Austin has one of the highest per-capita residential solar adoption rates in the South. The Mueller neighborhood, redeveloped from the former Robert Mueller Municipal Airport, holds the world's largest LEED-ND Gold certification and hosts 1.51 MW of residential rooftop solar across 275 or more homes - the highest installed concentration of any U.S. neighborhood. Whisper Valley in northeast Austin is marketed as Austin's first zero energy planned community, with geothermal energy foundations and solar on every home. Austin Energy's $2,500 rebate (one of the few remaining utility rebates in Texas after the federal 25D expiration), the 9.91 cents per kWh VoS tariff, and the city's 7.4% rate increase approved in October 2024 are all accelerating payback calculations. Austin expanded solar across city facilities in April 2026 through PowerFin Texas Solar Projects LLC contracts.
